China’s Electric Vehicle Boom Sparks a Looming Waste Crisis

China’s electric vehicle (EV) market has been hailed as one of the country’s greatest successes in recent years. Annual sales have surged from 1 million in 2018 to over 16 million, with millions more vehicles hitting the road every year. However, this growth comes with a significant problem: what to do with retired batteries.

The scale of China’s EV adoption is staggering. EV batteries typically last around eight years before they need to be replaced. As the number of batteries reaching the end of their life grows exponentially, so too does the challenge of managing them. Last year, China reported 400,000 metric tons of EV battery waste, a figure projected to rise to 1.69 million metric tons by 2030 and a staggering 22.39 million metric tons by 2040.

This is not just an environmental issue; it’s also a safety concern. The full life-cycle effects of EVs remain a pressing concern, including the risks posed by discarded lithium-ion batteries. Governments around the world have chosen to accelerate EV adoption regardless, betting that recycling systems would eventually catch up. However, in China, the situation is more complicated.

The country has been building its own recycling system for years, but much of it remains uncertified and unregulated. A recent case in Jiangxi Province highlighted the dangers of this informal market: an uncertified company was found to have improperly dismantled 364 metric tons of waste lithium iron phosphate batteries, causing vegetation to die across 6 acres of forest and killing over 420 cubic feet of standing timber.

The economics of recycling are also a challenge. While technology has improved significantly in recent years, sustaining a profitable battery recycling business remains difficult. China’s certification “white list” includes more than 150 companies authorized to process retired vehicle batteries, but many of these firms struggle to stay afloat. A joint study by researchers found that certified recyclers handled only about 25% of the batteries retired last year.

This highlights a gap in recycling efforts, with much of the country’s used-battery supply flowing through uncertified operators who can pay more for used batteries because they avoid many of the costs associated with safe testing and dismantling. The consequences are far-reaching: environmental risks posed by contamination and improper disposal, as well as a serious safety risk linked to the sale of used cells for unapproved applications.

Recycling batteries into raw materials appears to offer a more commercially promising path forward. Companies can process batteries into “black mass,” a powder containing lithium, cobalt, nickel, manganese, graphite, and other materials that can then be separated, refined, and reused in new batteries. Some advanced processes can recover more than 95% of certain critical battery materials.

However, this requires investment and infrastructure – something that many uncertified recyclers lack. For China to avoid a catastrophic waste crisis, it must prioritize the development of its formal recycling system, investing in technology and capacity to meet the growing demand for used batteries. As Sun Laixiang, professor at the University of Maryland, pointed out, “it is about health, about human rights, about pollution in the air, water, and soil.” The fate of China’s EV market hangs in the balance – and with it, the future of a cleaner, more sustainable transportation sector for all.
